Not yet, it's still to cold. A good bet is to wait till you see some of the fountains working while you're driving around. That should be the time they start up again at Black Hoof Park.
Due to freezing of pipes and damage this causes to the fountains, they are turned off throughout late fall to early spring (when temps drop below 32). Typically they are out of service from early November-early April.
