SO MANY OPTIONS! 🌄 Rent electric bikes, which seemed to be free? Lovely picnic area and shelter. Playground👍🏻 Restroom was about what you'd expect for something outdoors. Wide, paved trails, nature boards with local info about the lake and wildlife. Boat ramp, seems easy to kayak and such.

Bike rental is through Ridekc. You can download the app and it will tell pricing and all hub locations that have the bike rentals. It is a $1 to unlock and .10 a minute after.
Not yet, it's still to cold. A good bet is to wait till you see some of the fountains working while you're driving around. That should be the time they start up again at Black Hoof Park.
The restrooms at Black Hoof Park are closed during the winter season.
