According to Telemundo, CBX will close if the border closes.
I don't know for sure but I can tell you that when the Twin Towers in New York were down, the border closed for a couple of days and only US citizens were able to come across to get back home. I am guessing that something like that would happen. It is really a question that perhaps ICE could answer.
