No, but it crosses the Otay Mesa Bridge 2 miles south of the airport. Tell the taxi to go to the regular bridge.

I do not see why you can not because to pass through the CBX you must pick up your bags, anyway it would not hurt to ask when you arrive at the airport. Good luck
