My mother is driving me across the border. I planned on dropping her off @ tj Airport & letting her cross the border thru the cbx terminal. Can she get to the cbx terminal from inside tj w/out a plane ticket from tj. Can she just show her San ticket

No, CBX is exclusive for Tijuana International Airport passengers. A boarding pass is required to use the bridge.

No, you have to have a plane ticket, the website says only those who have flown into the TJ airport can cross within 2 hours after landing.
