Not exactly, please understand that to enable these services, if you have the ability to pay, you should. Paper, phone bills, electricity all has to be paid for and although they are given a budget, it doesn't go that far. So yes, if you have absolutely no means of income, they will help you but if you do, they will ask for a fee.
