I just received a car as a gift from a close relative, there has been a hold placed on the regirstration due to the relative having excessive amount of fastrak violations. How can they remove the hold the previous owner had?

Take the car to Arizona, Oregon or Nevada. Rent a P.O. Box & register the vehicle to that P.O. Box. They don't care about "civil penalties" in other states. Also; the registration is cheaper in all 3 of those states & both Oregon & Arizona will give you a discount, the already cheaper registration, if you register for 2 years.
