I'm not sure what a DMV Section 8 voucher is, but if it's the same as a general Section 8 voucher, unless the rules have changed, you can use your voucher within Santa Cruz County Hollister and San Juan Bautista. If you haven't ever used it and you received it from the Housing Authority of Santa Cruz, you must use it within those areas for at least one year before you are eligible to Port it out of the county.
