No matter what animal you get, you would need to pay an adoption fee which consists of the cost of shots and a few other things. As far as a specific breed goes, you will definitely need to drive there as it is impossible to get them on the phone.
I don't think any animals here are free. I didn't see any Chihuahuas on my recent visit.
