To be eligible to make a purchase, or even to enter the facility, one must carry proof that they are registered in the state's Medical Use of Marijuana Program as a qualified patient or personal caregiver.

I am not sure how you mean that. I believe you need a Massachusetts MMJ or Compassoinate Caregiver card, so that negates out of state. If you are asking if the have a reciprical agreement for MMJ cards, then you may want to call them directly.

You need a medical marijuana card. In state visitors with a card can make purchases, but no card no purchase. Recreational dispensary plans are for some time in 2018.

No, you must be a registered patient with the state. Patients are only allowed to make purchases for themselves. Buying for anyone else is grounds to lose your card.
