I have not i am not sure if I have the answer to that. I backpacked at Harriman State Park a couple of month ago and we parked at Turkey Hill Pond for free and that was our point of departure for the 5 miles hike to the camping site. We made not payment whatsoever for that.

I got a $35 parking ticket for parking on the road side. There was no sign saying if parking is allowed or not. You have to park at designated places, which may not be close to the trail head.
The available parking lots requires a fee. Unless thing has changed there was never a park entrance fee per se. Google bear mointain NY and call the rangers as to actual cost.
Parking in hiker parking lots is free. Parking in the parks themselves is a fee to park when they are officially open.
Dont have to pay for anything! Park is a state park without entrance fee. You do have to pay for the map however but you can show up and leave as you'd like
Just parking, further south in the park it's free too.
