It's strictly a volunteer program for 16-18 year olds. Many parents and guardians suggest AMYA to their kids as an alternative to Northstar. It's a volunteer program because wanting to be there and change your life for the better is extremely important and vital to being successful. I can speak as a former cadet, former mentor and Team Leader that AMYA is effective for those who are willing to put in the work. Go to the Academy website to learn more about if AMYA is going to be the right place for you.

There's kids 16 and 17 in the program. I voluntarily joined the program when I was 16 because I was headed down a rocky road. It sure straightened me out though

All i know is that the troubled youth has to want to go on his own but i could be wrong. You could always call them as well.
