We just went last weekend and saw 2 finn whales. We went at 9:30a and a storm was rolling in around noon. I'd wait until the weather gets a bit nicer to go.

I went in mid July of last year we went out at noon with 2 kids and saw a lot of whales and also saw a pod of dolphins.
