Yes, i think the only thing is they just prefer them on a leash
Yes, when I was there last summer there was many dogs there. I belive that they even had bowls of water for the animals.

Leave your dog home unless it's a service animal. Why inconvenience the people around you? Some people may be allergic to them, some people just may not like dogs. They have the right to enjoy their dining experience too.
