Usually people who seem to skip the line were already there and forgot a document they needed. Rather than make them wait in the queue again, they skip the queue.
Depending on if they were told to step aside to fill out proper paperwork to complete their transaction. Imagine wait 30 min, then being told that they forgot that you needed an additional form, and then had to wait again. If they were just being skipped through, then yes, not fair. I try to do all of my transactions online or over the phone, but if I have to go to the DMV itself, I make sure I get there when they open. Usually no lines. But with any DMV, your going to have to wait.
