They're not taking appointments for registration. You have to complete the documents and submit to the drop box. I've registered two cars in the last two weeks and had very good service.
That is something I would inquire with your local schools bus garage. They should wait for a min or two, but not sure what the procedure is. Not sure if it is a law. Also, wondering exactly about him tooting his horn. At you in your car on the road, or you in your house. Regardless, I would contact the school and bus garage to find out what the proper procedure is

Because it is by appt. only for that, just have to keep trying. I eventually got through a few weeks ago. You can potentially try to renew online.

I agree with Dave. You would have to get new plate #s . You can always try straightening them yourself. The DMV wouldn't be able to give you identical plate #s though. The ones you have are 1/1 pair. Unless you want to get custom plates ordered, which might be more $$, but they would be original.

Usually people who seem to skip the line were already there and forgot a document they needed. Rather than make them wait in the queue again, they skip the queue.
You can, as long as the required information is sent to you. If you don't receive the information by mail, then you'll have to get the forms yourself. If you failed to receive the information from the DMV, it will be your fault, not theirs. Play it safe, go to the DMV, do it there, and make sure it gets done. Cause if you rely on them, and it doesn't get done, it's your fault, not theirs. FYI. Rather be safe than sorry
