No, you can not take pictures, but the ride inside the Titanic is a must, okay!
It's not a ride, it's a tour of the items that were salvaged from where it sank. And Historical re-creation of some of the rooms that were inside the ship. Some china, music, cooking utensils pot, and things of that nature. You are given a ticket of representing a former passenger when you enter to see the museum and for the meal.
Photos are only allowed in the Lobby. They do take a picture for you on the staircase with the Captain that you can buy.

We went today (Oct 2020) and the policy was stated as: 1) No flash photography (intense light can degrade some artifacts, notably paper and cloth); 2) Photos acceptable EXCEPT for of or near the Grand Staircase (which is reserved for professional photos, which you may purchase); 3) No video recording or audio recording. I took photos of many areas and artifacts with no trouble.
