It is basically an outside mall.
The only things that you pay for at Disney Springs is anything you purchase at a store or restaurant. There is a balloon ride that runs about$20 per person. There is also a movie theater that you would pay for.

The restaurants are amazing so you'll spend plenty of money at those. Other than that you can browse the shops and walk around without spending money.
It is basically a shopping trip, they do not charge you entrance or parking, it has a beautiful lake with very nice views. It can be eaten from a relatively low cost
The only things that have a charge are the balloon ride, the movie theater and the bowling alley. Of course, you have to pay for food and drinks at any of the many good restaurants/bars.
You can spend the day there and not cost you a dime unless you eat or drink. Many places give out samples and at the Basin you can wash up for free with your choice of body scrubs!
