No. Parking is free, and then you can walk around the area freely. There are shops, restaurants, and live entertainment.
It's free parking. You have about 4 different parking areas. 2 are outdoor parking, 1 located near Circus Soleil (If it's still open), House of Blues, and Disney Quest. The 2nd outdoor parking lot is more of an overflow parking lot, and that's across the street from Disney Springs. Then there are two parking garages. 1 has a ramp to the far right and that's close to the movie theater and bowling alley. The second one is further down with the entrance being on the left (I think it's called lime or orange garage, and to your left if coming from 192 or 429) close to the shopping areas like Disney Emporium, and buses to other Disney locations. No. In addition to shops, etc, you can pay a fee and go across the lake, catch the monorail (free). You can download a map that shows you what is there. Enjoy!
