No it is not part of the Disney Parks, but a location you can access from the resorts or from the public. It is an ourdoor shopping mall. With free parking and Disney shops an activities. Disney, but removed from Disney if that makes sense. No admission needed.
It is part of the Disneyworld complex. It is not inside one of the 4 theme parks. It is free to visit and buses will transport you to all parks ,waterparks and Disney hotels for free.
