I saw several pets, most were in strollers or held at Disney Springs. Don't think they are welcome in restaurants though.
Service dogs and service miniatures are the only allowed animals in Disney Park areas. Hotels are a different story however.

At disney springs its fine. Its an open pier so the restaurants and stores may have different policies but i would assume that support animals would be allowed.
