Yes. Lots of dogs are there. Does not have to be a service dog. You may not be allowed into some shops though.
I would suppose so. It is what I consider an outdoor shopping mall... High end outlet stores... A boardwalk... Restaurants. It might be ok for a late night walk but i could see how the place night be overwhelming during the day or early evening... Call their security desk!
Yes in common areas, only service dogs in all shops, and up to the individual shops to allow pets.
