Im not interested in going to the park just want to go walk around outside the park do any of the surrounding areas close after the park closes?

Yes you can go to Universal CityWalk without going into the theme park. CityWalk is open till 2am. Parking is free after 6pm.

City walk closes at 2 am and is a part that is admission- free.
