Our granddaughter is in the cheer competition 3/2 n 3/3. We are both handicap and cannot do the park. Do we still have to pay for a park ticket?

Find out exactly where it is. If it is city walk, there is no ticket needed. If in one of the parks, reach out and inquire about getting in.

It seems like you have to at least buy tickets to get into the parks themselves. If the cheer competition is held at the Universal Citywalk instead of inside the theme parks you should be good. Do you know what building its held in?
