So it Universal open? When I go to look at tickets on my phone it says that the parks are closed but when I look on my laptop and Google it says they are open.

They are open.. and it is better if you buy tickets in advance to avoid crowd.. and make sure you enter the park early morning because parks are hitting their capacity.
