I don't know about the dogs, but there are plenty of people launching Kayaks from the beach areas up until the last bridge headed West. I've been going every weekend for the last month so I can't say I've noticed any changes.
Those signs were put up a while ago. People have dogs there all the time and I launch my kayak from there weekly.
