Yes, the rule is your dog needs to be on a leash. But I've seen many people letting their dogs run and play with other dogs in the water

Was there yesterday, no dogs were on leashes, had dogs all over the place I didn't bring my dog but felt like I did because although most were friendly there were two Pitbull and rottweiler dogs there that were very aggressive with all the dogs there big and small. I always keep my dog on his leash but with free dogs running around my dog would become a Target and unable to defend himself, there were many well-behaved dogs but just don't bring food cuz then you have them all with you which I don't mind but a very nice place to go if you're looking for a place that is not extremely crowded
