Parking at the Inner Harbor is just terrible and expensive. Try taking the Charm City Circulartor-Green line (it's free to ride). It let's you off in front of Haagen Dazs and you just walk across the street to the park😁
There is a parking lot but you have to pay. No free parking close to the park.
