Why do the only people on the CDPC staff that actually care about the patients have literally no input in the so-called "rehabilitation process" ? Maybe Josh, Bhabita, Ted, Monica, Shante and the others who actually care should be running the show.

The team of doctors, social workers, team leaders, etc, makes all the final decisions in the rehabilitation process. Even though unit staff spend more time with the clients. Mhtas such as those individuals you named have little to no input.
