Yes, minors may travel alone as young as 12 at the airline's discretion. An airline may have their own procedures. Typically proof of parental permission to travel is not even required though once one has reached the minimum solo travel age.
Yes i saw a 12 year old traveling by his self they just had to make sure that someone was going to pick him up when he got to his destination
