That is airline specific but would be in terms and conditions when you purchased the ticket.
I've had them charge me but one time the attendant asked the manager and he said change the ticket without charge.....we missed out outgoing flight so idk if that was a factor
Depends on the airline-most are pretty flexible due to Covid
