As long as they're contained and don't swim in the lake it's ok.
Dogs on leash are ok
I don't know, but I haven't seen anyone with pets. They want the place clean with no contamination cause it is a reservoir for Santa Cruz residents so I doubt they'll be welcome. They check boats coming in thoroughly.
