Well, in 2019, the Indian Space Research Organisation (ISRO) used it's GSLV MK-III, India's most powerful rocket to put the Chandrayaan-2 spacecraft in orbit around the moon. However, ISRO also launched it's Mars Orbiter Mission (MOM), all the way back in November 2013, on a much smaller four staged rocket called PSLV C-25, when the GSLV MK-III was still under development. A similar version of the PSLV, called the PSLV C-11 rocket was used to send the Chandrayaan-1 mission to the moon in 2008. Therefore, in conclusion, the number of rocket stages used to put a satellite on the moon heavily depends on the weight of the satellite, and the type of fuel used by in the rocket. if you wanted to affordably send any payload to the Moon, the best thing to do is ride share on another rocket mission tat takes your satelite to the highest (fastest speed) orbit available. From there I would recommend including ion thrusters on your spacecraft, since these are the most efficient. Thrusts would be timed to provide maximum acceleration until escape velocity is barely achieved. The spacecraft then should be able to "fall" into the gravity well of the moon, whereby the speed is reduced enough for the craftbto enter a loose orbit around the moon.
