I haven't heard these things and the people I've met have been great. I wonder if it's because there have been problems with people returning dogs because they were "too much work." There was even a story of someone surrendering an animal and then sneaking in to try to steal it back. These innocent animals need a loving home and the staff cares enough to place animals in good homes, but that might ruffle some feathers if people are denied.
I find that the folk at The Buddy Foundation are absolutely wonderful people. However, the first person I met was the receptionist. I do not include her in the list of wonderful people. My wife and I had the same impression, which was that we weren't welcome. However, we persevered and ended up adopting our most adorable kitten. I can' t imagine if we had walked away after meeting the receptionist.
