I think it would be a liability issue if they did. I fix my own if a steel rim. If it is an alloy rim, you need a new one.
Most places wont but if you have a rubber hammer or a steel hammer with a 2x4 in between you can straighten it by yourself most of the time. At least well enough to make it hold air.
I'm not sure but now says with all the laws and regulations it's consider a safety issue
