I am planning a proposal and would like to keep is private between us. Am i able to rent a section where I could decorate and propose at and if so how much would it cost?

Yes, it is called the Capitol Room, I believe it costs $75 for it, plus dinner and tip. It does have a view of the Capitol, but not of the city or temple.
