You need to contact your local animal control. Broward County Animal Control and Adoptions. They have the cruelty investigators. The Humane Society is just a private shelter.

Probably get pointed in the right direction by these ppl. Would you report the abuse to them. Not likely but im positive they'd be able to get you in contact with the right division to asist with.
