Small staff
Most business have a limited staff specially during down time try when they open or arround 5
Perhaps a skeleton staff?
It might be a bad number
Oh ok I understand the small staff and the answering calls in the order they were received would make sense but there is no hold it just does the busy tone then hangs up
They are busy on the phone with other customers. They answer calls in the order received.
