While you don't necessarily need an appointment it's highly recommended the line can get pretty long sometimes even wrapping around the building. There was a time with coid protocol that they weren't doing any scheduled appointments and it was pretty crazy if you have the opportunity to make an appointment I would highly encourage you to do so.
