Is the whole park open for leashed emotional support dogs?

From what I have seen dogs are only allowed in the dog park and in the dog lake

There are signs that say no dogs past a certain point.there is a dog park and lake for them to swim

I been there several times and there are tons of families walking their dogs on a leash throughout the entire park. It's a very beautiful and peaceful experience.
