Why are they restricting the use of medal detectors at the public beach? Nothing is posted on the beach rules or the park rules about the use of detectors being restricted..to hours when the parks are vcl

Are there any lockers or other secure storage (to put phones, towels, etc.) for the people who are swimming?
Is it allowed to go in the deepest part despite the buoys? I am an accomplished swimmer and love the freedom afforded by the deeper water.
Is parking free for those only interested in swimming?
