I just recently upgraded a old computer with a AMD Phenom X4 9600 from a AMD Phenom X3 8450 and it is running very slow and looked on YouTube and tried the task bar and certain programs and nothing, I know it's old technology but I'm on the budget.

If it's an older PC I would say the hard drive is showing signs of wear and might need to be replaced. We offer a free PC health check if the PC boots into Windows, which will allow us to give you insight on want to look at replacing or doing next.
