I was born in Havana, Cuba so my birth certificate cannot be apostilled because Cuba is not currently a member of the Hague convention. What to do?

I think you don't need to apostille it, but it must be legalized in Cuba by MINREX

I suggest to consult them at the Consulate. They're actually quite helpful...
