Yes, you can have a camp stove anytime. Campfires are allowed in designated fire rings and weather conditions permitting.
I was just there and they were allowing campfires in all the sites except for the line of RV sites at the very top.
It actually depends on how hot the weather is. There are times when you cannot have a fire or even use your charcoal grill. I call them before coming so I'll know ahead of time.
There are also public charcoal BBQ grills at this park.
