I don't think Latta Plantation has any ramps you could launch from however there are some other public boat ramps on mountain island lake. Personally I would go to lake Norman and Blyth landing for jet skis. Awesome ramps and docking specific for jet skis.
I don't believe they allow motorized boating
I wouldn't suggest it, there are big rocks everywhere
