Why is UPS overcharging for deliveries. I dropped off a box in Winston Salem,NC to be delivered to a town in NYS. Receipt showed actual weight 5lbs. Charged weight 9lbs.

Have you contacted UPS directly? I would. Unless there is a charging system they use as standard like 9lb and under pricing etc I dont see why they would charge for that weight. I just shipped a 22 lb box and was charged for 22lb shipping which was a little over 20 bucks.
