If you are open to an off site partner hotel I would look at the Hyatt Place universal Orlando. It's a short walk to the park and also offers breakfast and shuttle service.

We stayed at the Clarion Inn hotel, it is 7 minutes from the park with plenty of other things around it. It was a cheap no trills place but it was clean and cozy. The address is 5829 Grand National Drive Orlando, FL, US, 32819
If you want to stay on site the cheapest is the Cabana Bay, if not then theres a few with decent ratings just across the street from universal
Best bet, use TripAdvisor and check family ratings in the area...
