No, you will have to pay for him to enter. There are people who wait in the line for the Harry Potter rides just to see the theme and decoration. If he doesn't have any interest in the potter world it might not be as fun for him.

He doesn't need the express queue offering. One way I hacked the queue system was by going single into the rides I did want to go. Going in as a couple or a group takes way longer. He can save on time and doesn't require the express pass or whatever they call that.
