No they don't close the parks, and there is a lot of rides and things to do while it's raining only the rides that are out in the open will shut down.
The parks will still be open but they will close outdoor rides until bad weather passes

No...the rides stay open. Rip ride rockit and hulk may or may not shut down until it passes. The best park to do when it rains is Universal.. and Island of adventures when its not raining. Also don't leave the park when it rains..just grab a poncho (they sell them there if you don't have one) and brave it!
