That is a "Hit or Miss" question and answer.!?!? ... Technically in the state of Florida, yes... but at the same time, Universal is private property, and can (and has so in the past under certain circumstances denied access to pass-holders under 15) but in most cases, in reality, if they have a valid pass/ticket, you are not asked for an ID, so they will more than likely be allowed access without an adult (which happens all the time with resort guests kids as young as 10 or 12.!!?!).

I don't think that should be a problem, a 14 yr old will need an adult ticket anyway and i didn't see them give my 12 yr old any trouble going in on her own
